STAR carried out a Review of the Rural Transport Partnerships on behalf of the Leicester Shire Economic Partnership and Leicestershire County Council.  The study involved extensive stakeholder consultation and data collection, allowing an informed judgment of the impact of the Leicestershire RTPs to be made.  An analysis framework was developed to allow an appraisal of the impacts of individual schemes and to allow future bids for rural transport funding to be developed on a fair and consistent basis.  STAR developed a new Vision for Rural Transport in Leicestershire including structural changes and a widening of the range of schemes to be funded to include access to jobs and training.
